As a teacher of 1/2 graders, I can tell you that the state, as well as our own consciences, demands that we are observant of the children in our care. This means listening, observing, and talking to the kids. I am scrupulous about finding out everything that I can on my own - but I have called CYF when I feel that a child might be in danger. An investigation is made by a caseworker and a determination is made in the best interest of the child. I am also a mother of 2 children. My 13-year-old has threatened to call CYF when she thinks I am unfair and accuse me of child abuse. It is no joke to me, because I know that an accusation can interrupt a life. However, the best thing you can do is talk to your son's teacher, possibly with a friend who can confirm his propensity for sports injuries. Good luck.
