What can you do? If they were strangers you have no way of knowing who they were or how to find out. You also don't know what lead up to that scene. Being the Mother of 4 (3 stepchildren) I know that things can build up to the point were you do yell. I try really hard not to curse at my kids but sometimes after a long day or a very trying day with a child it may sometimes slip. It is hard to watch a child cry and the parent seems immune to the tears but I wouldn't say that scene warrants a call to DSS. Now if the mother was actually hitting or jerking the child around I would have written down the license plate number and reported the incedent to 911.
